Before you can take on this enemy, you will need the bounty first. You can acquire the actual bounty by heading to Spider in the Tangled Shore. You can purchase the bounty for four Ghost Fragments. Once you have it, you will need to head to the location of this enemy. You can find it in the European Dead Zone.
You will need to bring up the main map and head to the EDZ. The exact location that you need to head to is near The Winding Cove. You can find this location in the southwestern section of the European Dead Zone. You are going to want to look for a certain message to appear in the bottom left corner of your screen when you get here.
